1.juli 2006 ble den Nye Arbeids- og Velferdsforvaltning opprettet. Det er den største omorganisering som er skjedd innen velferdstjenesteområdet i Norge noen gang. 16000 ansatte er involvert og alle landets kommuner blir engasjert i denne. For å få en oversikt over reformen og over området som endres ble denne rapporten laget. Rapporten er derfor en beskrivende rapport både når det gjelder fortid om hvordan de tidligere etatene ble til og fungerte og når det gjelder nåsituasjonen for reformen. Abstract Public Service Platforms (PSPs) are a new type of technology platform. They are based in the philosophy of New Public Management (NPM) and support public services for citizens in quasi-markets. This article increases our understanding of the business models behind these PSPs in terms of their Value Propositions, structures, networks, and financing. This article aims to establish a line of continuity between John Dewey's democratic and educational ideals and the practice of action research, to justify that the latter affords an adequate means to enact Dewey's ideals against the destructive challenges that neoliberalism poses to democracy today.
